Position Title: Wisconsin Nutrition Education Program (WNEP) Rock County Administrator (100%)

Official Title: Associate Administrative Program Specialist

Geographic Areas Served: Primarily Rock County, occasionally extending beyond county boundaries for specific commitments and team programming.

Office Location: Rock County WNEP Office, 63 Eclipse Center, Beloit, WI 53511

Type of Appointment:
This position is fixed term academic staff appointment in the University of Wisconsin-Extensions division of Cooperative Extension and is subject to UW System, UW-Extension, and Cooperative Extension personnel policies. Reappointment to this position after the initial term is dependent upon availability of funding and performance.

Purpose and Primary Focus of Position:
The Rock County Nutrition Education Program is a major effort within Cooperative Extensions Family Living Programs. The aim of Family Living Programs is to enhance the quality of family and community decisions that affect the family and to increase the families abilities to adapt to and effect change. Within this broader aim, the purpose of this position is to provide leadership for the Rock County Nutrition Education Program including: collaborating with local agencies to ensure the delivery of nutrition education to people who are eligible to receive food stamps (or FoodShare), staff training and supervision, and managing the program budget.

Primary Duties/Essential Functions:
- Provide leadership and direction for the Nutrition Education Program in Rock County
- Develop and manage the Nutrition Education Program budget
- Plan, implement and evaluate culturally relevant educational programs for food stamp-eligible families and individuals including topics such as choosing healthful food, food safety and storage, food buying and selection, food needs of family members and managing the food budget
- Recruit, train and supervise Nutrition Education Program staff members
- Identify and serve as liaison with programming partners throughout the geographic area served
- Assess needs and interests of consumers and agencies to determine specific program direction in the county
- Reach and engage diverse audiences in ways that are inclusive and do not discriminate to ensure full access to programs, facilities and educational services
- Cooperate with other Extension personnel to develop strong, integrated Extension programs
- Develop and follow a plan for professional development in priority subject matter and educational delivery methods consistent with personal and organizational goals
- Participate in regional and/or state program activities as appropriate and needed
- Build and maintain trust-based relationships in support of cooperative and respectful work environments
- Be responsive to evolving position and organizational needs; perform additional duties, as needed

Working Conditions:
- Make individual arrangements for transportation adequate to meet position responsibilities and essential job functions
- Assume weekly travel throughout Rock County and occasional travel within the state
- Work evenings on a regular basis and occasionally on weekends, as needed to meet local needs

The WNEP County Administrator actively participates in the shared governance and policy development of the institution, personally or through representatives, to ensure representation in matters affecting academic staff.

The WNEP County Administrator meets the positions reporting accountabilities and performance expectations in collaboration with the Southern Regional Director (hiring authority), the State Program Director for Family Living Programs, and the Extension Department Head in Rock County.

Qualifications:
To be considered eligible for this position, you must meet all of the following minimum qualifications:
- Bachelors degree in nutritional sciences, dietetics, family/consumer sciences, community health education, public health, adult education or related field
- Demonstrated understanding of and ability to work cooperatively with other agencies and other community-based organizations
- Experience in budget development and fiscal management
- Knowledge and skills to effectively interact with people from different cultural backgrounds, including those associated with race, ethnicity, national origin, religion, socioeconomic status, age, gender, disability, sexual orientation, and other aspects of human diversity
- Experience and demonstrated ability to supervise and manage staff

Additional knowledge, skills and abilities desired:
- Masters degree in nutrition, public health, management, adult education or a related field
- Demonstrated success planning, implementing and evaluating learning experiences for youth and/or adults in community-based, non-formal educational settings that reach, and are accessible to, a wide range of audiences
- Successful experience in outreach education
- Strong group and educational facilitation skills including application of the principles of adult learning
- Skillful in establishing and maintaining professional work relationships and networks
- Volunteer or paid experience working with people from culturally diverse groups
- Ability to communicate ideas effectively orally, in writing and through educational technology
- Strong interpersonal and problem-solving skills in a team setting; ability to effectively manage conflicts
- Ability to organize work and to work productively with indirect supervision in a highly visible public sector environment
- Ability to keep accurate, complete and timely work records
- Knowledge of Cooperative Extensions legacy as part of the U.S. system of land-grant institutions, dedicated to service in the public good
