Mauritius holds key repo rate, expects improved 2013 economy

PORT LOUIS (Reuters) - The Mauritius central bank held its key repo rate unchanged at 4.90 percent on Monday, and said it expected its economy to perform better in 2013 as economic conditions in its main trading partner countries stabilised.

The Monetary Policy Committee said while there was some tentative evidence of a "bottoming" in the global economy, there were still risks from the debt crisis in the euro zone and high food prices.

"The domestic economy has withstood the external headwinds relatively well, notwithstanding the slowdown in growth dynamics and price pressures in major export sectors," the committee said in a statement.

"Projected growth for 2012 is maintained at 3.3 per cent and a preliminary Bank of Mauritius staff estimate for 2013 shows a pick-up to a range of 3.6 - 3.9 percent as economic conditions stabilise in main trading-partner countries, it said.

The committee said the central bank had forecast year-on-year inflation at 5.7 percent by December 2013 on a no-policy change basis and expressed "strong concerns over a possible resurgence of inflation".

It added that the rate decision had been taken after a third round of voting, after some members voted for a "marginal increase their worries over the worsening inflation outlook while anchoring inflation expectations".

Some analysts expressed reservation at the central bank's cautious stance.

We believe that the MPC should have given priority to growth instead of inflation given the slowdown on our main markets and its impact on our export and tourism sectors," Raj Makoond, director of the Joint Economic Council, an umbrella group of private sector organisations told Reuters.

"However, in the present economic context we feel that the decision of a majority of members to maintain the repo rate rather than increasing it is the least harmful," he said.

Eight out of nine analysts expect the central bank's Monetary Policy Committee (MPC) to hold its benchmark lending rate at 4.9 percent.

The Finance Ministry has a growth forecast of 4 percent for the $10 billion-a-year economy from a projected growth rate of 3.4 percent this year.

Duckworth: Congress won't be as bad as Iraq

When Tammy Duckworth steps into Congress this January for her first term, she?ll be carried by two prosthetic legs ? and the potent notion that if she can survive a grenade blast while piloting a chopper, she surely can endure any political flak on Capitol Hill.

?The worst day for me in Washington on the floor of the House is never going to be as bad as me getting blown up. So bring it,? said Duckworth, a Democrat who represents Illinois? 8th?Congressional District, the suburbs north of Chicago.

One of the first women to fly combat missions in Iraq, Duckworth?s Black Hawk was hit by enemy fire in November 2004 as the aircraft skimmed tree tops at about 135 miles per hour. The explosion vaporized her right leg, smashed her left leg into the instrument panel, sheering it off, and tore away most of her right arm. Before losing consciousness, she used her remaining arm to try to land the sputtering chopper. On Nov. 6, she won election to the U.S. House.

?There?s nothing anyone can say to me or do to me ??short of actually pointing a gun and shooting at me ??that?s going to be as bad as it was in Iraq and that year I spent recovering. So it?s really freeing,? Duckworth told NBC News. ?Had you talked to me 10 years ago, before I served and got hurt in combat, I would not have the courage to do what I?m doing now.?


The sudden violence of her final mission???followed by months of surgeries, (doctors reattached her arm), and rehab at Walter Reed Army Medical Center???imbued Duckworth, 44, with an intimate understanding of warfare?s true cost, a sensibility that?s fast vanishing from both chambers of Congress.

In 1977, the 435-seat U.S. House of Representatives contained 347 veterans (almost 80 percent of that body) while 65 former service members filled the 100-seat U.S. Senate.

In 2013, 84 fellow veterans will join Duckworth in the House (19 percent) while the Senate?s cadre of ex-military personnel has dwindled to 18, according the American Legion.

?That?s incredible,? said Paul Rieckhoff, founder and executive director of Iraq and Afghanistan Veterans of America, a nonpartisan and nonprofit group with more than 200,000 members. ?The volunteer military has been great for our military, but maybe it?s not great for our democracy.?

The rapidly shrinking corps of congressional veterans threatens to dampen the attention Washington pays to tens of thousands of men and women yet to return from Afghanistan and, Rieckhoff added, to more than 2 million post-9/11 veterans ??many of them tormented by combat-related stress and troubled by sluggish hiring rates, Rieckhoff said.

?A low number of veterans in Congress is bad for everybody. It?s bad for the veteran community. It?s bad for the active-duty military. It?s bad for America,? Rieckhoff said. ?I am concerned that as the number continues to decline, we will have fewer advocates.?

At the same time, however, Duckworth?s election gives what Rieckoff calls the ?new veterans movement? a truly historic moment and some vital momentum.

?That?s not just because she is a woman and it?s not just because she is a disabled vet,? he said. ?It?s because she?s become such an important spokesperson for our entire community???beyond politics.?

Inside the cockpit of the crippled Black Hawk, all internal communications were dead.

Duckworth wasn?t sure if she was the lone survivor. Smoke swirled. The floor of the helicopter had been ripped open by a rocket-propelled grenade. She spotted a field where she thought she could ease the aircraft down. She tried to work the controls. She didn?t know that Chief Warrant Officer Dan Milberg was alive as well, had glimpsed the same clearing and was steering the Black Hawk toward safe ground.

Duckworth also believed she was uninjured. She could still feel her legs.?

Before losing consciousness, Duckworth remembers completing a final task after the chopper had come to rest. She raised her left arm to perform an emergency shutdown of the electronics. She worried about a fire consuming the other five soldiers still strapped into their seats.

She has no recollection of arriving at the emergency room in Baghdad where???Duckworth later was told???she demanded that medics give her a full update on her crew. Her remaining memories are some of her worst, coming at Walter Reed, during a slow surfacing from her induced coma.

Before anybody near her bed realized Duckworth could again see and hear, she watched and listened for two days as doctors and nurses mentioned ?a helicopter crash.?

"To a pilot, a crash is very different from a forced landing. At the time, I didn?t know Dan was OK. But I did know my crew chief was badly hurt and had almost lost his leg. I had been told I?d lost my legs,? Duckworth said. ?But I kept hearing talk about a helicopter crash. I thought: ?Oh my God, I crashed the helicopter. I didn?t do my job.? I spiraled into a depression, laying there in that intensive care unit where I just thought: ?I deserve to lose my legs. I must have crashed the aircraft. I am a complete and utter failure and I hurt my men.? ?

Her husband, Maj. Bryan Bowlsbey, a fellow Army National Guardsman, was by then at her side. He noticed she was crying. He tried to cheer her with descriptions of amputees running atop artificial legs. She told him her misery was rooted in the crash, not her devastating injuries. Bowlsbey gently corrected her: She had been on the controls as Milberg had managed to settle the aircraft onto the Iraqi field. She had done her duty.

?I?ve been fine ever since,? Duckworth said. ?Nothing you can do to me now can ever negate that. I just have this freedom in my life because of that day and what I?ve been through. In a very weird way, it?s a gift.?

The 2012 presidential election marked the first since 1932 in which no veterans held spots on the Democratic or the Republic tickets. The last time: When Herbert Hoover lost to Franklin D. Roosevelt.

But that trend has been speading inside the legislative branch for 40 years.?

?The declining population of veterans in Congress creates an even wider divide between our veteran community and the majority of the American public,? said Louis J. Celli, Jr., national legislative director for the American Legion.

?Congressional members who have worn the uniform of our nation tend to have a better understanding of the unique challenges and needs faced by the veteran community, especially those veterans who return with medical needs that extend beyond their active service period,? Celli added.

While veterans groups like IAVA acknowledge that civilian politicians can become champions of military and homefront causes, Celli said, however, ?it is usually a long process educating them regarding the difference between earned benefits and sympathy legislation.?

As the highest-ranked amputee at Walter Reed, then Maj. Duckworth began handling personal issues for other wounded soldiers in 2005, including salary snags and the potential losses of their homes.?

She called Illinois Sen. Dick Durbin so often to ask for his help, he eventually gave her his business card scrawled with his cell phone number. Through her advocacy for other veterans, she also met then-Illinois Sen. Barack Obama.

Duckworth said. ?In August of ?05, I get a call from Senator Durbin who said: ?You know, if things are as bad as you say they are for veterans, then you need to do something about it.? I said, ?Well, yes sir, I?m calling you.? He said, ?No, you need to run for office.? Barack and I think you should run.? ?

She narrowly lost her first bid for Congress in 2006.

Days ago, as she and other freshman congressional members gathered for a group photo on Capitol Hill, Duckworth met former Marine Col. Paul Cook ??the new Republican representative whose district covers Highland, Yucaipa, the San Bernardino Mountains, the entire High Desert.

?He?s a Vietnam vet. We just hit it off,? Duckworth said. ?There?s a subset of us who have seen direct combat action. He started talking about walking into a trip wire in Vietnam and wanted to know what hit me. He asked: ?What that was like?? When you?ve both seen combat action, you have this common place.?

Simply put: War stories can trump political parties.

Duckworth lists two primary heroes: retired Republican Sen. Bob Dole and Democratic Sen. Daniel Inouye from Hawaii, both disabled veterans.

?They are two men who recovered in the same hospital after World War II and who went on to pass legislation nationally,? she said. ?They found a way to come to middle ground because of their shared experience. So I hope that with the Iraq and Afghanistan veterans coming into Congress, we also will be able to work together.??

CAIRO (AP) ? Gaza's ruling Hamas will not stop arming itself because only a strong arsenal, not negotiations, can extract concessions from Israel, the No. 2 in the Islamic militant group told The Associated Press in an interview Saturday.

The comments by Moussa Abu Marzouk, just three days after the worst bout of Israel-Hamas fighting in four years, signaled trouble ahead for Egyptian-brokered talks between the hostile neighbors on a new border deal.

Hamas demands that Israel and Egypt lift all restrictions on the movement of goods and people in and out of the Palestinian territory, which has been buckling under a border blockade since the Islamists seized the territory in 2007. The restrictions have been eased somewhat in recent years, but not enough to allow Gaza's battered economy to develop.

Israeli officials were not immediately available for comment Saturday, the Jewish Sabbath. However, an Israeli security official said this week that Israel would likely link a significant easing of the blockade to Hamas's willingness to stop smuggling weapons into Gaza and producing them there.

Abu Marzouk said Saturday that the group would not disarm, arguing that recent Palestinian history has shown that negotiations with Israel lead nowhere unless backed by force.

"There is no way to relinquish weapons," Abu Marzouk said in his office on the outskirts of Cairo. "These weapons protected us and there is no way to stop obtaining and manufacturing them."

Hamas' founding charter calls for Israel's destruction, but leaders of the group have also said they are ready for a long-term cease-fire with the Jewish state.

The group is believed to have amassed a large arsenal of thousands of rockets since Israel's last military offensive in Gaza four years ago. Hamas has been smuggling weapons through tunnels under the border with Egypt, but also claims to have begun manufacturing longer-range rockets in Gaza.

During the latest round of fighting, Hamas fired Iranian-made Fajr-5 rockets that came close to Israel's heartland, including the cities of Tel Aviv and Jerusalem for the first time. Israel warplanes pounded the tunnel area during the offensive to disrupt smuggling, and tunnel operators reported serious damage, but in the past were able to rebuild quickly.

Hamas used to be evasive about Iranian weapons support, but in recent days senior officials in the group have openly thanked Tehran. Gaza strongman Mahmoud Zahar told reporters on Saturday that he is confident that Iran will increase military and financial support to Hamas and the smaller militant group Islamic Jihad.

Iran and its regional rivals, the Sunni Muslim-led states in the Gulf, have been competing in recent months to lure Hamas into their respective camps. The top Hamas leader in exile, Khaled Mashaal, is being hosted by the Gulf state of Qatar, which has promised hundreds of millions of dollars for Gaza reconstruction.

Zahar said Saturday that Hamas is not beholden to anyone, but defended the group's ties with Iran. "If they don't like it, let them compete with Iran in giving us weapons and money," he said in an apparent jab at the Gulf states.

Abu Marzouk, meanwhile, said Hamas would not stand in the way of a bid by its main political rival, internationally backed Palestinian President Mahmoud Abbas, to seek U.N. recognition for a state of Palestine next week.

Abbas will ask the U.N. General Assembly to approve "Palestine" ? made up of the West Bank, Gaza and east Jerusalem, areas Israel captured in 1967 ? as a non-member observer state.

Such a state is far from being established, but Palestinians hope U.N. recognition would affirm its future borders, to be used as a baseline once negotiations with Israel resume. Israel, while willing to cede some land, refuses with withdraw to the 1967 lines and opposes Abbas' U.N. move as an attempt to bypass negotiations. Israel has moved half a million Israelis into settlements on war-won land.

Abu Marzouk suggested that Abbas is wasting his time at the U.N. "Hamas believes the General Assembly is not the one to create states," he said. "Occupation needs resistance, not negotiations."

Israel and the West have shunned Hamas, which has killed hundreds of Israelis in shootings and bombings over the years, as a terror organization. However, Hamas officials believe the boycott is slowly eroding, pointing to U.S. support for the cease-fire deal brokered by Egypt and the ongoing indirect negotiations between Israel and Hamas.

Overall, Hamas leaders have claimed the group has emerged victorious from this round, noting that Israel did not make good on threats to send ground troops into Gaza. Israel says it has achieved its goal of halting rocket fire on Israel.

Abu Marzouk said the next round of indirect talks will take place in Cairo on Monday. He has not met his Israeli interlocutors, he said, but said they are security officials and experts on border arrangements.

Until late last year, most top Hamas leaders in exile were based in Syria, the Islamists' main foreign backer in addition to Iran. However, Syrian President Bashar Assad's brutal crackdown on a popular uprising there made Hamas' alliance with the Damascus regime untenable.

Abu Marzouk, who has settled in a quiet Cairo suburb, said the follow-up talks with Israel were going well so far.

In Gaza, residents said Saturday that Israel has already eased some restrictions.

Fishermen were able to sail six nautical miles out to sea, or double the previous limit, said Mahfouz Kabariti, head of the local fishermen's association. "This is an opportunity and a chance for a better catch, though it is still a limited area," said Kabariti, who represents some 3,500 fishermen.

Israeli navy boats have been enforcing a sea blockade in an attempt to prevent weapons smuggling to Gaza. The restrictions on fishermen have fluctuated over the years, linked to the ups and downs in Israeli-Palestinian relations.

Meanwhile, some Gaza residents said they were able to enter an Israeli-enforced buffer zone on the Gaza side of the border Saturday with Israel without fear of being fired on.

Israel's military had carved out a 300-meter-wide (300-yard-wide) zone several years to try to prevent militants from sneaking into Israel. The zone gobbled up scarce farmland in one of the most densely populated areas in the world.

On Saturday, 42-year-old farmer Nidal Abu Dakka said soldiers stood and watched as he and others moved close to the fence. In other border areas, residents said Hamas police kept them away from the fence.

An Israeli government spokesman said he was unaware restrictions had been eased. A defense official said the Israeli military was no longer enforcing the no-go zone, but reserved the right to act against suspicious people. Both spoke on condition of anonymity because they were not allowed to discuss the issue with reporters.

Chelsea Green, the most ambitious green project Namer?s Alpha Development has undertaken to date, is designed to not only be as healthy as possible, but also to improve residents? wellbeing.

Namer was inspired by designer Donna Karan and her Urban Zen Foundation, which promotes eastern yoga, meditation and breathing practices as pain management treatments for the chronically ill.

?The idea is that issues of health and well-being begin with everyday choices, relaxation and renewal,? said Namer in promotional material for Chelsea Green.

?I am not a doctor, but as a developer I have the opportunity to affect people?s lives for the better by providing a facility that allows residents to foster their own well-being, whether it is physical exercise, social interaction or simply getting a massage.?

So it was that a wellness center became a key part of the shiny new 51-unit glass tower still under construction at 151 West 21st Street, designed by the Stephen B Jacobs Group.

The center includes a fitness room, spa, sauna, treatment room, lounge and landscaped terrace. ?I think that watching the sunset over Manhattan is one of the best ways to unwind after a long day,? said Namer in the building brochure.

Pre-opening sales show that the feel-good factor has struck a chord with busy New Yorkers. To date, 48 apartments are under contract. ?I think we have the right product,? Namer said of the sales success. ?We have something for everyone.?

For that celebrity chef inside all of us, there?s a first-of-its-kind kitchen by chef Eric Ripert, of the five-star Le Bernardin fame. Namer ran into Ripert during a skiing vacation in Utah. It turned out both were not only big foodies, but big environmentalists, too.
?I actually like to cook myself and have been a bona fide foodie,? said Namer, adding that the kitchens Ripert designed for Chelsea Green are built around sustainable appliances, aesthetics, and convenience.

Cabinetry is recycled or certified wood produced without the use of carcinogens. The Miele induction cooktop uses magnetic fields to transfer heat directly to desired cookware, keeping the surrounding area cool to the touch. And the marble for the countertops is America-sourced.

Chelsea Green is the second apartment building in Alpha Development?s Green Collection (the other is Village Green on East 11th Street). In 2007, Namer said he ?drew a line in the sand? after dabbling in eco-friendly construction for years.

He and his late brother Izak began Alfa Development converting Soho lofts 30 years ago. The pair came to the U.S. as refugees from Cuba, through a Jewish relief organization in 1961. ?My life was an epic movie until I moved to Queens, then it was a sitcom,? he joked. ?But I have seen Manhattan change over those years.?

He said the light-bulb moment that was inspired by Donna Karan sparked a well-being movement at Alpha. From that point on, he decided, every building the company develops will target LEED Gold certification.

After Village Green came the restaurant Alison Eighteen, and then the under-construction Mott Hotel. The company also just bought the Hotel Grand Union at 34 East 32nd Street, but has not yet discussed any possible green make-over there.

And as the Alpha Development portfolio grows, so too does Namer?s green ambition.

The United States Green Building Council recently re-classified its standards, meaning Chelsea Green won?t just be eco-friendly, it?ll be a BFF of sustainability.

The building has high efficiency floor-to-ceiling windows that reduce UV rays and don?t allow heat in or out, a heat recovery system, a filtration system that circulates fresh air, and a smoke-free policy.Some 65 percent of the hot water for the building is heated via solar energy.

With 40 percent of greenhouse gases produced by residential buildings, Namer said Chelsea Green is a step toward an energy efficient living space that ?decreases greenhouse gases, increases energy savings, and improves quality of life. ?It is not a gimmick; it is the right thing to do. It is the way we have to build in the future.?

With aesthetics ranked just as highly as sustainability, Namer added, ?The direction is to build a better building. The outcome is to have a sustainable building. The ultimate goal is seeing buyers happy with where they live.?

Corcoran Sunshine is exclusively marketing Chelsea Green. The three units still available are the penthouse, priced at $8.388 million, unit 11B ($2.7 million) and 12B ($2.8 million). Occupancy is expected in late 2013.

The Estate Planning Information Blog: Single? You Still Need an ...


Many people believe that if they are single, they don't need a will and other estate planning documents. However, estate planning is just as important for single people as it is for couples and families.

Estate planning allows you to ensure that your property will go to the people you want, in the way you want, and when you want. If you do not have an estate plan, the state will decide who gets your property and who will make decisions for you should you become incapacitated. An estate plan can also help you save on estate taxes and on court costs for your loved ones.

The most basic estate planning document is a will. If you do not have a will directing who will inherit your assets, your estate will be distributed according to state law. If you are single, most states provide that your estate will go to your children or to other living relatives if you don't have children. If you have absolutely no living relatives, then your estate will go to the state. You may not want to leave your entire estate to relatives -- you may have close friends or charities that you feel should get something. Without a will, you have no way of directing where your property goes.

Many single people have significant others, perhaps with whom they live. ?Unfortunately, without a will, it is unlikely that any of your?estate?will benefit your significant other, even if you live together. ?Moreover, your significant other may lose important real or personal property, creating great hardship. ?At a minimum a simple will can resolve some of these issues.

If you are single and have a child, you may be initially comforted by the fact that your estate benefits your child upon your passing. ?What may concern you, however, ?is that without an estate plan, you can't be sure who manages the estate you leave to your children. ?Often, the determination of who manages your estate makes a difference in whether the assets are best managed for the benefit of your child. ??

The next most important document is a durable power of attorney. A power of attorney allows a person you appoint -- your "attorney-in-fact" or "agent" -- to act in your place for financial purposes when and if you ever become incapacitated. In that case, the person you choose will be able to step in and take care of your financial affairs. Without a durable power of attorney, no one can represent you unless a court appoints a conservator or guardian. That court process takes time, costs money, and the judge may not choose the person you would prefer.

In addition, you should have a health care proxy. Similar to a power of attorney, a health care proxy allows an individual to appoint someone else to act as their agent, but for medical, as opposed to financial, decisions. Unlike married individuals, unmarried partners or friends usually can't make decisions for each other without signed authorization.

If you are planning to give away a lot of your money, there are ways to do that efficiently through the annual gift tax exclusion and charitable remainder trusts. Other estate planning documents to consider are a revocable living trust and a living will.
